Resumen


Brazilian Republics dawn brings on its luggage the evils of the imperial regime: the centralizing politics and the economical penury of the municipalities, the socioeconomic shirk and the populational servitude; consequently: the social malaise, the ignorance, the economical and socio-educational poverty. In the face of this scenario the Nation State realizes the need to civilize the subjects with visits to promote the country’s' economic progress. With this premise, charged itself with the task to "tame" the poor, uninstructed individuals, considered as vagabonds, immoral, dirty and useless.

The research here presented concerns the State of Minas Gerais, one of the most politically expressive States in Brazil, in this period, facing an aggravated socioeconomic harsh due to a lack of workforce for the crops, financial mainstay of the states. This study presents, therefore, the investigation about the process of instruction addressed to those that, socioeconomically worthless, became useful to the urgent economy promotion of the State of Minas Gerais in Brazil, in the first decade of the XIX century. With the objective to comprehend which answer the government of Minas Gerais gave to the underprivileged by luck in the face of the State necessity to produce workers useful to the republican purposes and the legislative advances adapted to Minas State needs – in relation to these subjects – in the strive to make them study and work. This research is first and foremost documental in which the ideas of instruction in and for work were interpreted according to the legislative context of Minas at the time and the Minas parliament's tribune we learn that the voices echoed in favor to oblige the "disgraced" to occupy itself and produce, meeting the demands of the liberal capitalist Nation State. Therefore, in the direction of the socioeconomic intentions of Minas Gerais, which, in a certain way, obliged the subject to instruct itself for and at work, the reason is that the primary sources – the Annaes of Minas Congress – got enrolled. Besides this documental scope, other historical sources were detailed in the Minas Public Archive and on digital acquis, as iconography, newspapers and reports; aside from the legislation in state and federal ambit. The research revealed that in the first republican decade in Brazil and, specifically in Minas Gerais, the Correctional Colonies were a space designed to instruction and worker production, child and adult, that free from the lash were, in Republic, chained by disparity promoted by the State, in such a way to assure the well-being of the prevailing socioeconomic sphere. The legal modes proposed by the State as a mean of coercion of the subjects eviction were apprehended as proposals in movement that converged for possibilities besides tendencies of obliging the subjects, in some way, to keep its status quo, once they forebode the disparity of opportunities and, in this direction, kept the subject away from sociocultural emancipation.
